Eyecolor Change+Smooth Skin[PSTutorial]
Here is a really easy way to change your eye color and smooth your skin.. plus give it a dreamy effect. For the comprehensive tutorial for dreamy effect, please click on the link below:
Dreamy Effect

Open the picture that you wish to edit and duplicate the layer.

Make the background layer invisible by clicking on the eye icon on the left of the thumbnail.

Use the eraser tool to erase the eye area.

Make the background layer visible again by clicking on the place where u clicked the eye icon earlier.

Select the background layer (NOT the duplicate layer) by highlighting/clicking it. Play with the Hue/Saturation until you are satisfied with the color.

Should look like this when you are done. Press ctrl + shift + e to combine all loose layers.

Now we start to smoothen the skin. Click ctrl + j to duplicate layer. Go to filter > blur > smart blur.

Toggle controls until you get what you want. I suggest you don't go over 3.5 because it will be too fake looking.

Now, using the eraser tool, erase all the parts that you want the features to show through. Erase the eye area, eyebrows, hair, lips, nose lines, clothes, jewellery... etc... you get the idea. Thsi is how it should look like. Smooth skin plus all your features. Click ctrl + shift + e to combine all loose layers.

Duplicate layer.

Change mode of layer 1 to overlay.

You should see this.

Filter > blur > gaussian blur. Toggle controls...

Duplicate layer 1. Change new layer mode to "screen" and opacity to less than 50%.

Done.
